Cher McIntyre
California Legislative Director
Cher McIntyre, California Legislative Director, joined Consumer Action in 1994, after having served in a number of key legislative positions, including as Legislative Director and Special Assistant to California Assemblyman Art Torres from 1974 to 1980.
McIntyre, who works from the organization’s Los Angeles office, is responsible for Consumer Action’s California-based legislative and advocacy activities, including lobbying, legislative analysis and positions on public policy. She often testifies before elected officials and regulatory agencies on behalf of the organization and the many consumers and community-based organizations it represents.
McIntyre, a graduate of the University of California at Santa Barbara with additional studies at California State University at Los Angeles, worked as Chief Administrative Officer for SEIU Local 660, the Los Angeles County Employees Union, for ten years before joining Consumer Action. Highlights of her time with the Los Angeles County Employees Union include managing a culturally diverse staff that grew from 60 to 120, supervising the development of in-house database with graphics and communications capability and realizing administrative efficiencies that resulted in savings of more than $1 million per year for the union chapter.
From 1980 to 1984 she was Legislative Advocate and Grants Administrator for the City of Commerce, a municipality just east of downtown Los Angeles. While employed by the local government, key accomplishments included successful advocacy of key revenue-generating bills and the acquisition of $27 million in grants over four years.
As Legislative Director and Special Assistant to Art Torres, a Democrat from Los Angeles, served in the Assembly from 1974 until he was elected to the State Senate in 1982, McIntyre developed, monitored and analyzed legislative issues for the popular Latino lawmaker. Responsible for all fundraising and campaign spending records for the Torres camp, she later represented the Senator at meetings and events in Los Angeles.
