Beware debit card fees at Arco stations

Megan Sather’s neighborhood Arco gas station in Burien charges a 40-cent fee to consumers using a debit card if they pay inside the convenience store. The outside pumps do not accept cards.
Sather thought that gas stations were supposed to post a “cash price” notice if they charge a fee for the use of cards, or if they don’t accept cards at all. This neighborhood Arco does not post such a notice. Its prices are routinely 2 to 4 cents lower than nearby stations.
Question: Is this transaction fee legal? How can a consumer compare prices between gas stations without knowing how much the transaction charge will be?
