Unlike most people, Seal Beach resident Tom Hazelleaf took the time to read the contract when he recently received a new MasterCard. The card, issued by Capital One, includes the benefit of being compensated "for losses you incur as a result of identity fraud," which the agreement declares clearly and seemingly definitively.
