儘管新稅法在川普總統簽署後，大多數條文2018年開始便將實施，但未買可負擔健保免罰款的規定，要等到2019年才開始生效；健保諮詢機構與專家提醒已登記購買的2018年歐記健保的保戶，不要急著取消健保，以免受罰。
