This is the story of a tax break that can be worth four figures each year per household. And it’s not just any four-figure break. No, this is a giveaway that until 2009 had been worth more to those who drive to work in places like Manhattan or San Francisco and pay $400 a month to park their cars than to those who take mass transit. And starting Jan. 1, the car people may take home the bigger prize yet again.
